Dubai to introduce smart monitoring system for delivery bikes; mandatory from 2027

Dubai is preparing to introduce a smart monitoring system for delivery motorcycles, requiring delivery companies to install tracking devices and connect their fleets to a digital platform from the second half of 2027.

The initiative, led by Dubai’s Roads and Transport Authority (RTA), aims to improve road safety, monitor riders' behaviour and strengthen regulations across the emirate's growing delivery sector.

The system will use Internet of Things (IoT)-enabled devices, advanced cameras and a smart digital platform to monitor riding patterns, including speeding, sudden acceleration and harsh braking.

Installation and connection to the platform will remain optional until the end of the first half of 2027. After this transition period, compliance will become mandatory for delivery companies.

How Dubai's Smart Monitoring System Will Work

The new monitoring platform will provide authorities and delivery companies with better visibility into motorcycle operations across Dubai.

IoT-enabled tracking devices and advanced cameras installed on delivery motorcycles will collect information about riders' activities and driving behaviour.

The system will monitor several aspects of riding, including:

Speed and speeding violations.
Sudden acceleration and harsh braking.
Driving behaviour and riding patterns.
Motorcycle routes and journey information.
Overall fleet and operational performance.

By analysing this information, authorities will be able to identify unsafe driving practices more accurately and take appropriate action to improve road safety.

RTA Moves Towards Real-Time Delivery Fleet Monitoring

According to Saeed Al Ramsi, Director of Licensing Activities Monitoring at RTA, the initiative represents a major shift in how delivery operations are monitored in Dubai.

He explained that the integrated system combines a smart digital platform, IoT-enabled monitoring devices and advanced cameras fitted to delivery motorcycles.

The technology will help track operational performance, identify risky riding behaviour and provide companies with useful information to improve their fleet management.

The initiative also reflects RTA's move away from conventional monitoring towards proactive, data-driven supervision supported by smart analytics.

Delivery Companies Can Improve Rider Safety and Performance

The monitoring system is expected to benefit delivery companies by helping them identify unsafe driving practices before they result in accidents.

Through real-time information, operators will be able to assess individual rider performance, identify recurring issues and introduce corrective measures.

The collected data can also support:

Better rider training programmes.
Improved road safety awareness.
More effective fleet management.
Early identification of risky driving habits.
Improved delivery service quality.
Greater compliance with traffic regulations.

RTA believes these measures will help companies maintain safer operations while improving efficiency across the delivery sector.

Companies Get Time to Prepare Before Mandatory Implementation

Delivery companies will have a transition period to prepare their motorcycles, technical systems and operational processes before the new requirements become compulsory.

The installation of tracking devices and connection to the RTA platform will remain voluntary until June 2027. Mandatory implementation is expected to begin in the second half of 2027.

During this period, RTA will coordinate with delivery operators and relevant authorities to support the rollout and ensure companies are ready to meet the new requirements.

The system will also establish an integrated operational database that can support future regulatory decisions, improve field monitoring and encourage safer practices.

Dubai Strengthens Road Safety Standards for Delivery Riders

The initiative comes as delivery motorcycles have become an increasingly common sight across Dubai's residential communities, business districts and major roads.

With the delivery sector continuing to expand, authorities are focusing on improving rider accountability and reducing risks associated with unsafe driving.

The new smart monitoring system will bring regulators, delivery companies and riders into a more connected safety framework.

By combining real-time tracking, smart analytics and improved fleet supervision, RTA aims to create safer working conditions for delivery riders while protecting other road users and improving the overall quality of delivery services in Dubai.
