UAE Sets Minimum Age of 15 for E-Scooter Riders Under New Traffic Rules
New E-Scooter Regulations Begin in January 2027
The UAE is introducing new regulations for electric scooters and other personal mobility devices, with the changes scheduled to take effect on January 1, 2027.
Under the updated federal traffic rules, individuals must be at least 15 years old to apply for a permit to operate an electric scooter, electric bicycle or small motorised bike.
The permits will remain valid for three years and can be renewed.
The regulations also introduce requirements for registration, approved riding routes and safety standards.
These measures aim to bring greater organisation to the growing use of personal transport devices.
Six Categories of Personal Mobility Devices Covered
The new framework covers six categories of personal mobility devices: conventional bicycles, electric bicycles, electric scooters, small motorised bikes, skateboards and mobility devices designed for elderly people and individuals with disabilities.
Riders of electric scooters, electric bicycles and small motorised bikes must obtain the relevant permit from the licensing authority.
Devices must also be registered according to the procedures established by the authorities.
The rules apply to privately owned vehicles as well as those provided by rental companies.
Users must follow the conditions set for their respective devices.
Safety Equipment and Approved Riding Routes
The regulations introduce mandatory technical requirements to improve rider and public safety.
Electric scooters must have a front light, rear light, brake light, an audible warning device and brakes fitted to at least the rear wheel.
Tyres must be properly secured and suitable for use, while all other components must be firmly fitted.
Riders will only be allowed to use routes approved by the relevant authorities and must follow the speed limits set for those areas.
Personal mobility devices are not permitted on roads designated for motor vehicles.
Traffic Signal Rules and Road Safety Measures
The new rules also explain how personal mobility users must respond to traffic signals.
Crossing is prohibited when the signal is red, while a green signal allows users to cross according to the applicable instructions.
Riders must not begin crossing when the green light starts flashing, although those already crossing can continue safely.
The regulations come amid increasing concerns about unsafe e-scooter use and accidents across the UAE.
By introducing permit requirements, technical standards and route restrictions, authorities aim to improve safety for riders, pedestrians and motorists.
