MoHRE Identifies 377 Fake Emiratisation Cases Across 266 Private Companies

The UAE Ministry of Human Resources and Emiratisation identified 377 cases of fake Emiratisation across 266 private-sector companies during the first half of 2026. The cases were detected through field inspections and digital monitoring, and the Ministry said legal action had been taken against the companies involved.

What Fake Emiratisation Means

MoHRE defines fake Emiratisation as registering an Emirati citizen with a company and issuing a work permit and employment contract without a genuine employment relationship or actual job duties. Such arrangements may be used to avoid Emiratisation requirements or improperly obtain government support and incentives.

A genuine Emiratisation appointment requires productive employment, clear duties and responsibilities, and a career path that helps the employee build skills and professional capability. Registration alone does not satisfy the policy's purpose.


Legal Action and Regulatory Basis

The Ministry said action was taken against the violating companies in line with applicable legislation and Cabinet Decision No 43 of 2025 concerning administrative violations and penalties related to initiatives and programmes of the Emirati Talent Competitiveness Council.

MoHRE did not identify the companies in the announcement. It also described the cases as limited negative practices that do not represent a widespread phenomenon across the UAE labour market.


Why Fake Emiratisation Is Harmful

According to the Ministry, false employment arrangements can distort labour-market indicators, misuse resources intended to support genuine jobs, and deprive Emirati citizens of meaningful employment and professional development. They can also disadvantage compliant businesses that invest in recruiting, training and retaining national talent.

The enforcement action therefore focuses on protecting both Emirati employees and companies that meet their obligations through real, productive employment relationships.


What Companies Should Review

Private-sector employers should ensure that Emirati employees perform documented duties that match their contracts and job descriptions. Companies should also maintain accurate payroll, attendance, supervision and performance records and provide credible opportunities for training and career progression.

Employers should review any arrangement that exists mainly to satisfy a numerical target or obtain benefits without corresponding work. Emirati citizens are likewise urged not to participate in registrations that do not involve actual employment.


How Suspected Violations Can Be Reported

MoHRE asked citizens and community members to report suspected fake Emiratisation through its official channels. Reports can be submitted through the Ministry's website or smart application, or by calling 600590000.
