If you're a doctor looking to establish your own clinic in the UAE, or an investor interested in venturing into the healthcare sector, you'll need to obtain a health facility licence from the Ministry of Health and Prevention (MOHAP). This process involves inspections and submission of required documents, which can be done through the MOHAP website, their mobile application, or via email. Below is a comprehensive guide to help you navigate through the steps, required documents, and fees involved in obtaining a healthcare facility licence in the UAE.

Steps to Obtain the Licence:

Login and Initial Request:
Begin by logging in with your UAE Pass on the MOHAP website or smart application.
Submit a request for a health facility licence.

Initial Inspection Application:
Apply for an initial inspection.
Once the initial inspection is approved, submit the architectural plan for the facility and pay the associated fees.

Initial Licence Approval:
After the architectural plan is approved, apply for the initial licence approval and pay the necessary fees.
Obtain additional requirements from relevant authorities such as civil defence.

Medical Staff Licensing:
Apply for licences for medical staff, including doctors, technicians, and nurses.

Final Inspection and Approval:
Submit an application for the final inspection.
Once approved, pay the final fees and submit any remaining documents.
The licence will be sent to your email or can be downloaded from the MOHAP website.

For Health Facility Licence Request:
Copy of the owner's passport
Copy of the owner's family book
Copy of Emirates ID
Recent passport-size photos with a white background
Character reference (to be completed at Customer Happiness Centres)

For Initial Inspection Approval:
Application letter requesting the licence
A letter addressed "To Whom It May Concern"
Facility plan
Photos of the site
For school and nursery clinics: a statement of the total number of students, including gender and school stage, and the facility’s capacity

For Initial Licence Approval:
Facility plan with initial approval from MOHAP engineers
Licence from the Department of Economic Development
Application letter for the facility
Security clearance of the owner
Proof of the owner's qualifications

For Final Inspection Approval:
Facility plan with both initial and final approval from MOHAP engineers

For Final Licence Approval:
Facility's external billboard
Medical waste agreement
List of medical equipment
List of services and prices
Radiation protection licence from the Federal Authority for Nuclear Regulation
Trade licence from the Department of Economic Development (with variations for free zone or mainland facilities)
Certificate of preventive safety from Civil Defence
List of partners' names
Facility's internal rules and regulations
Registration in Tatmeen and Riayati

Fees for the Services:

Licence Application Fees: AED 100

Initial Inspection Fees:
AED 2,000 for hospitals, convalescent homes, fertility centres, emergency centres, and home medical centres
AED 1,000 for general clinics, specialist clinics, medical centres, medical diagnosis centres, and rehabilitation centres

Site Plan Verification Fees:
AED 2,000 for hospitals, convalescent homes, fertility centres, emergency centres, and home medical centres
AED 1,000 for general clinics, specialist clinics, medical centres, medical diagnosis centres, and rehabilitation centres

Geometric Site Plan Re-verification:
AED 1,000 for hospitals, convalescent homes, fertility centres, emergency centres, and home medical centres
AED 500 for general clinics, specialist clinics, medical centres, medical diagnosis centres, and rehabilitation centres

Final Licence Fees:
AED 5,000 for general clinics, rehabilitation centres, or home health centres
AED 6,000 for specialist clinics, medical diagnosis centres, or emergency centres
AED 12,000 to AED 18,000 for multi-speciality clinics
AED 20,000 for fertility centres, convalescent homes, or one-day surgery facilities
AED 20,000 for hospitals with 1 to 50 beds
AED 30,000 for hospitals with 50 to 100 beds
AED 40,000 for hospitals with over 100 beds

Service Time:
1 working day for application approval
2 working days for final licensing

Engineering Team Approval:
2 working days for initial inspection
5 to 7 working days for facility plan verification
7 to 10 working days for final inspection

Important Points to Note:
Non-nationals need an approval letter from the local authority regarding the percentage of foreign ownership.
Facilities with high floors must install an electric elevator.
Compliance with engineering conditions and standards for licensing health facilities is mandatory.
Initial approval is valid for six months, during which all technical requirements must be met.
The initial approval does not permit the operation of the facility; it is only for completing the necessary procedures for obtaining the licence.
Additional approvals may be required from local authorities based on the facility's location.
