UAE Implements Emiratisation Targets: Over 12,000 Companies Affected

In a bid to enhance Emiratisation efforts, the UAE Ministry of Human Resources and Emiratisation (Mohre) is enforcing Emiratisation targets on more than 12,000 companies operating across 14 key economic sectors. The firms, each with 20-49 employees, have been notified through the digital system, allowing them time to comply with the requirements.

The specific economic activities covered by this initiative include Information and communications, finance and insurance, real estate, professional and technical activities, administrative and support services, education, healthcare and social work, arts and entertainment, mining and quarrying, transformative industries, construction, wholesale and retail, transportation and warehousing, and accommodation and hospitality. These sectors, witnessing rapid growth, are identified as capable of providing substantial employment opportunities.

Companies falling under the scope of this decision are mandated to hire at least one UAE citizen in 2024 and another in 2025. The Ministry's digital notification system serves as a means to inform and urge companies to align with the Emiratisation targets.

Fines and Implementation Schedule:
Fines are established for non-compliance, with a penalty of Dh96,000 for each UAE citizen not appointed in 2024. These fines will be enforced from January 2025. Similarly, for failing to meet 2025 targets, companies will face fines amounting to Dh108,000, to be collected from January 2026. Recognizing the potential financial impact, the Ministry allows companies to opt for installment plans, subject to agreement.

Support through Nafis Platform:

To facilitate the Emiratisation process, targeted companies are encouraged to register on the Nafis platform. This platform not only aids in the recruitment of qualified Emirati professionals but also provides additional advantages to participating companies. The Ministry emphasizes the significance of early compliance to avoid delays and the accrual of fines.

Educational Workshops and Ongoing Support:
The Ministry commits to conducting training workshops for the affected companies. These workshops aim to educate companies on the necessary procedures to meet Emiratisation targets and guide them on utilizing the support offered by the Nafis platform. The ongoing support and educational initiatives underscore the collaborative approach of the Ministry to ensure the success of Emiratisation efforts.

Emiratisation for Companies with 20-49 Employees:
This Emiratisation decision for companies with 20-49 employees aligns with the broader strategy, complementing the existing Emiratisation targets for companies with 50 or more employees. Larger companies are required to achieve a 2 percent annual growth in Emiratisation of skilled jobs, contributing to the overall goal of enhancing national workforce participation.

The implementation of Emiratisation targets reflects the UAE's commitment to fostering a diverse and inclusive workforce, creating employment opportunities for its citizens, and strengthening the national economy.
