Dubai Police detained nine beggars when Ramadan began during their anti-begging campaign. The arrest list included five men as well as four women.

The UAE considers begging a criminal offense that carries a Dh5,000 fine and a possible three-month prison sentence. Individuals who establish begging rings or bring foreign persons to beg face six months in prison alongside a Dh100,000 fine. Organising fundraising activities without obtaining the necessary permit could lead to fines up to Dh500,000.


Dubai Police creates an annual security strategy against begging by boosting patrols in zones where beggars commonly target people. The police analyze beggars' deceptive strategies to develop improved prevention methods. The police's actions result in the capture of the offenders which helps to protect the community, he explained.

Exploiting feelings of compassion 


Al Shamsi advised community members to remain cautious about beggars who exploit public generosity during the holy month. Residents should be vigilant of different manipulative tactics used by beggars who exploit children, patients and people of determination to gain sympathy. Al Shamsi noted that reports have documented women begging with their children nearby.


The campaign fights against all begging forms which includes traditional begging seen around mosques and markets and non-traditional begging such as online requests for donations to build mosques abroad and appeals for humanitarian help.


The Dubai Police campaign works to achieve multiple objectives which involve preserving community dignity and safeguarding residents from both physical and digital begging-related crimes.

Al Shamsi instructed individuals to refrain from engaging with beggars or responding to their appeals out of compassion and instead direct them to contact center (901) or use the Police Eye service on Dubai Police smart app and report electronic begging through the E-crime online platform.
