Dubai: The city of Dubai plans to redesign several residential and business districts to eliminate cars from those areas.


The Executive Council approved the ‘Super Block’ initiative to establish Dubai as a global city dedicated to pedestrian-friendly environments. The project transforms selected city spaces into pedestrian-friendly zones to improve quality of life and enable sustainable transportation while encouraging social engagement.


The initiative supports the Dubai 2040 Urban Master Plan objectives by creating car-free residential zones to lower carbon emissions and improve residents' lives through expanded green spaces and the development of communal recreational areas for social engagement.


The first areas to receive benefits from the initiative will include Al Fahidi, Abu Hail, Al Karama, and Al Quoz Creative Zone.


Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum served as Chairman of the Dubai Executive Council meeting where they approved the Super Block project while fulfilling his roles as Dubai's Crown Prince and UAE Deputy Prime Minister and Minister of Defence.


We launched the Super Block project to build pedestrian-focused neighbourhoods without cars. The Unified Digital Platform initiative became the means to deliver government services through dedicated platforms like Dubai Now app alongside Invest in Dubai for businesses and Visit Dubai for tourism. Sheikh Hamdan tweeted about setting a target to complete the digital transformation of all government services by 2027.


Dubai keeps advancing global standards in community care and infrastructure through these forward-looking initiatives while meeting people's aspirations.


More initiatives 


Sheikh Hamdan endorsed several initiatives aimed at boosting social development standards along with quality of life and digitalization throughout the emirate.


The announcement from His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE to designate 2025 as the Year of Community received Sheikh Hamdan's welcome. The move reflects the strategic objectives of Dubai Social Agenda 33 that His Highness Sheikh Mohammed bin Rashid Al Maktoum initiated as UAE Vice President and Dubai Ruler with an Dh208 billion budget support.


Year of Community 2025 


Sheikh Hamdan said: The designation of 2025 as the Year of Community aims to reinforce social connections. The initiative will push government entities to speed up their work towards fulfilling the Dubai Social Agenda 33 objectives. Dubai remains proactive in addressing societal needs through the adoption of global standards and the implementation of innovative solutions. The latest initiatives demonstrate our unwavering dedication to creating a society that embraces inclusivity while building resilience and preparing for future demands.


Digital transformation 


Sheikh Hamdan underscored the role of digital transformation and sustainable urban development in Dubai’s growth story: Following the direction of His Highness Sheikh Mohammed bin Rashid Dubai stands as a leading example of a unified society with a robust economy and cutting-edge infrastructure while fostering forward-thinking individuals prepared to capitalize on all available opportunities.


He added: We urge all government bodies to lend their support to these initiatives. These initiatives will increase Dubai’s global prestige while supporting social welfare and promoting sustainable development. By embracing collective responsibility and determination to unlock potential we created a comprehensive development model that sets a benchmark for future cities.


Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum served as the Second Deputy Ruler of Dubai and Deputy Chairman of The Executive Council of Dubai during the meeting.


Community Development Fund Policy 


Dubai Social Agenda 33 serves as the foundation for the newly approved Community Development Fund Policy which supports diverse social development initiatives. The policy seeks to improve community services while supporting social programmes and building an inclusive society. The Community Development Authority oversees this organization which works to strengthen UAE nationals through empowerment activities and social service improvement along with the promotion of innovative social support solutions.


Strata Registration 


The Executive Council sanctioned the property classification system called Strata Registration which empowers UAE nationals with home ownership options by letting property owners divide their real estate into single units and give each one a separate title deed. The project will create various housing options and help maintain family stability and community unity while boosting economic growth in the real estate industry.


The Dubai Land Department's first phase of the initiative targets multi-storey buildings in investment and social-purpose zones across regions like Al Nahda, Al Muraqqabat, Al Karama, Al Warqa, Nad Al Hamar, and Al Barsha. Villa communities will become part of the second phase with more ownership options for Emirati families. The initiative seeks to boost participation in Dubai’s real estate market by establishing flexible ownership structures which help create a dynamic and inclusive market environment.


Unified Digital Platform Initiative 


The meeting granted approval to the Unified Digital Platform Initiative which will bring together Dubai’s government digital services under a single platform to enhance user experience for residents, businesses, and visitors. The project supports the Services 360 Policy and intends to elevate Dubai to become one of the three leading cities worldwide in digital services by 2027.

The platform combines services of ‘Dubai Now,’ ‘Invest in Dubai,’ ‘Visit Dubai’ and includes exclusive portals for mobility, construction, legal affairs and commerce. The initiative plans to achieve complete digital service coverage along with 95% customer satisfaction and digital adoption rates and a 60% increase in service efficiency by 2027.
